ROS CORRECT RUSSIAN CITY NAMES 1.37

Description:
This mod corrects the city names of ROS making them written with a first capital letter continued with lowercase letters.
Place higher than ROS and Promzona.
Should work with any version.
Caution! The mod changes only Russian city names for Russian game version.
