For version 1.38.x
Included versions for Russian maps (Russian vehicles only on Russian maps) and all other maps (Russian vehicles everywhere).
You must have in mod folder two files:
russian_traffic_pack_by_Jazzycat_v3.1_base.scs
and
russian_traffic_pack_by_Jazzycat_v3.1_def_for_non-russian_maps.scs
