Fixes crashes that happen when using MaghrebMap and RTAF together.

Currently this prevents AI traffic from spawning with a license plate in MaghrebMap’s part of Libya, but that issue must be fixed by RTAF/MaghrebMap devs.

This also includes all of the fixes present Maghreb Map Country Name Fix, so only use that mod without RTAF.
