Traffic density and speedlimits v4.0.2 1.27

Descriptions:
Removed “spawn_daytime_rates”, and some other parameters.
Removed “spawn_daytime_rates” give dense traffic at night on motorway,
but on local road traffic is rare at night. (like by wegger request )
Left only 1 police car at once
It looks like it is last traffic mod, because SCS did all right, and this mods not needed anymore
And now we have many traffic moders.
