Realistic traffic density by camilaSG 1.31.x

Descriptions:
There will be no clashes between cars
* There will be a safety distance between the cars
The actions of cars will become like the truth
* increased speed of police cars
* increase and decrease speed of SCS traffic cars for more realistic game
* I test only on v1.31 ! (Error on older version can happen)
