No traffic Mod v1.46.2.17

Descriptions:
This mod removes all cars and trucks from traffic
Ideal for reducing FPS and / or entertaining
Parked events and vehicles appear normally
No new profile required, can be added and removed whenever you want

Minor bug fix that caused traffic to spawn.
Works in “1.46” version
